COTA Tasmania (Council on the Aging) is the leading voice for Tasmanians as they age, and has been in existence for 60 years. They promote changes to our systems and culture so that all Tasmanians can age well.

COTA Tasmania also works with Legal Aid to make available the ‘Senior Assist’ program. This program is a team of lawyers and case managers providing free legal advice, help and support to seniors who are experiencing, or at risk of elder abuse.
Legal Aid Clinics are held at COTA Tasmania (in both Hobart and Launceston), offering free, private and confidential appointments. These sessions run regularly:
Hobart: 10am to noon on the first Wednesday of every month except January.
Launceston: 10am to noon on the third Thursday of every month except January.
If you would like to attend a session but can’t make it in person, you can be offered a phone consultation or advised of other options if you contact COTA on the email address above.

The phrase “trauma-informed” is one that we hear often, but what does it actually mean in practice? How can we be our best trauma-informed selves in our work, and more generally? Robert Benjamin and Regina Weiss have both worked extensively with victims of sexual and other abuse and will share their experiences, thoughts and open up the floor for an engaging discussion on trauma-informed practice.
About the presenters
Regina Weiss
Regina Weiss, Barrister, recently returned to Hobart to join Derwent & Tamar Chambers after nine years in The Hague and five years in Canberra. She is a graduate of UTAS and commenced her legal career as Associate to the Honourable Chief Justice Alan Blow. She was a Federal Prosecutor with the Commonwealth DPP in Hobart, and then moved to The Hague. From 2007 to 2016, Regina prosecuted war crimes and crimes against humanity as a trial lawyer at the International Criminal Court. In addition to trial advocacy and case preparation at the seat of the court in The Hague, Regina also worked on the ground in situation countries with witnesses and victims, predominantly in east Africa. Regina is on the list of counsel for victims and defence at the ICC and is actively involved with the ICC Bar Association as focal point for Australia, Western Europe and other states and Chair of the Ecocide Working Group.
Robert Benjamin AM SC
The Honourable Robert Benjamin AM SC is a lawyer and former judge of the Family Court of Australia. Admitted to legal practice in 1975, Robert practised extensively in family law and child protection prior to his appointment to the bench in 2005. He retired as a Family Court Judge in 2021 and was appointed as Senior Counsel in 2022. Robert has had a strong history in mediation, arbitration, negotiation and forms of dispute resolution. He is an AIFLAM Arbitrator. He is also extensively involved in legal professional development. He has assisted with the development of non-adversarial dispute resolution in other countries including Indonesia, Japan and Zimbabwe. Robert was Commissioner in the Inquiry into the Tasmanian Government’s Response to Child Sexual Abuse in Institutional Settings. He was the President of the New South Wales Law Society in 2003. Robert was made a Member of the Order of Australia in 2015 for his significant service to the judiciary and to the law, legal education, mediation and arbitration and professional standards. Robert is currently at Michael Kirby Chambers.

‘Zoey’ was sworn in at the Hobart registry of the Federal Circuit and Family Court of Australia on 27 February 2024. She is the official Courts Therapy Dog for Tasmania and the second therapy dog to be used in the Federal Circuit and Family Court of Australia.
You are invited to hear from Her Honour Judge Taglieri, Zoey’s owner, and to meet Zoey and her handler Liz, to learn about the positive impact that Zoey is having on people who engage with the court system. Her Honour will provide an overview of the program, its objectives and the experiences so far. Attendees are able to meet and interact with Zoey and her handler, practitioners who have benefitted from the program and a Court Child Expert.

Lara Anstie
Lara is the Outreach Solicitor at Women’s Legal Service Tasmania (WLST), where she plays a key role in providing legal support for women, especially those affected by family violence and criminal justice issues in the North & North East Tasmania. In addition to her legal expertise, Lara is a strong advocate for trauma-informed practice and the unique challenges faced by women in rural Tasmania. She frequently speaks on the intersections between criminality and family violence, highlighting how these issues affect women differently.
Ms Hannah Phillips
Hannah was admitted to practice in 2012. She has worked in private practice (family law), at Tasmania Legal Aid (youth justice) and has been employed at the Tasmanian Aboriginal Legal Service since 2015, where she is the Principal Lawyer. Hannah’s practice area is criminal law. Over the last 10 years, Hannah has been involved in advocacy and law reform in respect of justice issues impacting Aboriginal and Torres Strait Islander people in Tasmania.

This session will consider the following matters and more.
- Legal and diplomatic fallout – A strain on U.S. relations with allies supporting the International Criminal Court (ICC), raising concerns about undermining international justice, and setting a precedent for targeting judicial institutions.
- Impact on ICC operations – Challenges created for ICC officials, including travel restrictions and asset freezes, that potentially deter investigations into alleged U.S. war crimes and affect the Court’s independence.
- Precedent for future U.S. policy – A signalling of a broader U.S. stance against international tribunals, and the influence on future administrations’ approaches to global governance and the accountability of American personnel in international conflicts.
About the presenters and session chair
Professor Tim McCormack
Tim McCormack is a Professor of Law at the University of Tasmania. He is also a former Special Adviser on War Crimes to the Prosecutor of the International Criminal Court in The Hague and an honorary Professorial Fellow at Melbourne Law School. He is one of the world’s leading experts in international humanitarian law – law of war.
Regina Weiss
Regina Weiss, Barrister, recently returned to Hobart to join Derwent & Tamar Chambers after nine years in The Hague and five years in Canberra. She is a graduate of UTAS and commenced her legal career as Associate to the Honourable Chief Justice Alan Blow. She was a Federal Prosecutor with the Commonwealth DPP in Hobart, and then moved to The Hague. From 2007 to 2016, Regina prosecuted war crimes and crimes against humanity as a trial lawyer at the International Criminal Court. In addition to trial advocacy and case preparation at the seat of the court in The Hague, Regina also worked on the ground in situation countries with witnesses and victims, predominantly in east Africa.

Julia Flint is a Law graduate of the University of Tasmania. Julia’s honour thesis was on Australia’s obligation to investigate war crimes, under the supervision of Professor Tim McCormack. She worked as a legal research assistant in the fields of a International Law, International Humanitarian Law, International Criminal Law, and domestic Criminal Law and Policy. Julia was Associate to the former Chief Justice of the Supreme Court of Tasmania, Alan Blow AO. Julia has recently commenced as Crown Counsel at the Office of the Director of Public Prosecutions.
